Randall Munroe has always been fine with folks using his images as long as they're not making money off them. [livejournal.com profile] deyo has a t-shirt of one of the designs RM hasn't put on shirts himself. He wrote, asked for permission, and got it for just one shirt, just for himself, no sales. So I'm pretty sure the answer is "go forth and make icons."

Indeed. Specifically, the version of Creative Commons that he's licensed them under allows making new things from them, and sharing them, so long as the author is attributed (and "a note in one's icon list" seems to be the way that's done) and it's not commercial.

This seems to quite clearly fit that, to me. If you want an actual legal opinion, of course, ask a lawyer. :)
