That first linky (http://creativecommons.org/licenses/by-nc/2.5/) specifically says you can "remix" the work, which would include making a userpic.
You do need to provide attribution, but I think linking to the original in the userpic's description would qualify. Just saying "from XKCD" (as you do) is probably sufficient, but I usually include the URL itself (since http://xkcd.com/258/ is plenty short enough to put in a userpic description field).

P.S. So sorry I missed you yesterday! E had a bit of a setback (she's totally fine now), so I spent the afternoon looking after her. Wish I could've made it to the picnic, though.
