I hope the follow-up cartoon is about how well he's trained everyone to COUNT ON his unreliability. Perhaps his supervisors have a meeting to discuss him, and as a way of ensuring he won't be there, they publish the meeting time and tell him it's mandatory. (He arrives forty minutes late and is miffed to find the meeting is over.)
Of course, since this is all about control, the second follow-up has him actually keeping his word the one time it would've been better if he hadn't.
